Robert Walker – Chief of Department/Executive Director
Rob Walker has been involved in EMS since 1988, bringing nearly four decades of experience in field operations, leadership, and education. He is a nationally registered paramedic, board certified community paramedic, certified healthcare simulation educator, and Certified Ambulance Financial Officer. Rob holds a Bachelor of Science in EMS Administration from Columbia Southern University and a Master’s degree in Education Learning Technology from Western Governors University.
Rob is a frequent presenter at EMS conferences across the country, where he speaks on leadership, quality improvement, simulation, and workforce development. Known for his direct, practical style, he connects real-world operational experience with actionable strategies agencies can implement immediately.
He previously served as an Education Specialist with the Emergency Health Services Federation, supporting EMS education programs and accreditation efforts and working closely with regional training institutes. He led the development and delivery of initial EMS certification programs through the Rural EMS Education Initiative, helping expand access to training in underserved communities.
Rob also currently serves as a contract instructor with the US Fire Administration National Fire Academy, teaching EMS management and leadership programs and mentoring the next generation of EMS leaders nationwide.

Scott Myers – Lieutenant
Scott Myers is a Lieutenant and paramedic at Warwick Community Ambulance. He began his EMS career in 2005 in Pittsburgh as an EMT and earned his paramedic certification in 2015 in Lancaster County. Scott joined Warwick in 2023 and is dedicated to serving the local community. Alongside his work as a paramedic, Scott oversees the agency’s education programs, including continuing education for current staff and the education institute that delivers EMR, EMT, and Advanced EMT certification courses. He lives in Harrisburg, Pennsylvania with his wife, Stephanie, and their four children. Scott is currently pursuing a Bachelor of Science in EMS Administration with a focus on EMS education from Columbia Southern University. Outside of work, Scott is an active youth sports coach and is closely involved in his children’s athletic activities.
